On June 29, Pope Francis will raise former Bishop Toribio Ticona Porco, 81, of Corocoro, Bolivia to the cardinalship.

Adelante la Fe (May 28) reports after checking from multiple sources as “well known fact” that Ticona lived with a wife as if he were married and fathered children with her.

The wife called the bishop “her husband”.

      Most “Heterosexuals in the Hierarchy” are bound by and observing the vow of celibacy and its concomitant obligation of continence, but some are clandestinely violating the latter or both (i.e., having a wife or mistress and possibly children) as in the supposed case of the above cardinal-designate. There is at least one “former” bishop (and possibly a few others, all of whom have died) canonically dispensed from celibacy, and there may possibly be a few more in the near future in one category or the other (canonically dispensed from celibacy or violating it and/or continence).

      The one not bound to celibacy is married and has valid ordination as a bishop but is currently functioning with the title of and ministry as a priest. He is Randy Sly, a married and former bishop of the Charismatic Episcopal Church, who along with those Anglicans and Episcopalians (lay and clerical) who over a period of time have entered the Church for one reason or another – mostly because of the ordination of women and sodomites in the Anglican/Episcopalian Churches. Those problems do not yet exist in the Charismatic Episcopal Church, which has no official connection with charismatics or Anglicans/Episcopalians, and whose orders (both for priests and bishops) are recognized as valid by the Church, because they derive from the schismatic Brazilian Catholic Apostolic Church with valid Apostolic Succession from its founder, Bishop Carlos Duarte Costa, excommunicated by Pope Pius XII in 1945 – similar to the valid but illicit orders of many BLEEPish clergy.

      When Randy Sly and his wife entered the Church in 2006, he did not seek priestly ordination under the Pastoral Provision (which allowed such for former Anglican/Episcopalian clergy who were married – usually with unconditional ordination) but functioned as a layman until 2012 when he was ordained a priest for the Anglican-use Catholic Ordinariate.

      I do not know if Fr. Sly was conditionally or unconditionally ordained because of his former status as a bishop in the Charismatic Episcopal Church. There have been two requests for conditional priestly ordination from former Anglican/Episcopalian bishops, who thought that their Anglican orders were valid because of involvement of Old Catholic bishops (whose orders are recognized as valid) in their consecration as bishops in their former churches. First was Graham Leonard, the retired Anglican bishop of London, who entered the Church in 1994 mainly because of Anglican ordination of priestesses. He asked and received a favorable reply from then-Cardinal Ratzinger, Prefect of the Congregation for the Doctrine of the Faith, and was conditionally ordained as a priest and made a monsignor so that he could exercise the prelatial privileges of a having coat-of-arms as well as a miter and staff. He died in 2010. Ironically the latest and recently installed Anglican Bishop of London is a woman!

      Second was the case of Clarence Pope, the retired Episcopal bishop of Fort Worth, Texas. As an Episcopal bishop he fought against the increasing liberalism in that church especially its pansexualist ethic and theology regarding marriage and ministry. He would not ordain or accept deaconesses or priestesses in his diocese. Upon his retirement in 1994, he returned to his home state and entered the Church through the Pastoral Provision. He desired conditional priestly ordination because of his opinion of the validity of his Holy Orders. The local bishop of Baton Rouge said that he was willing to ordain him, but the diocesan priests’ council opposed it. The question of his ordination as a Catholic priest became moot, because he started his swinging-door routine of returning to the Episcopal Church to take up his position as a retired bishop in the Episcopal House of Bishops and argue against increasing liberalism in the Episcopal Church and then quitting the Episcopal House of Bishops and Church to return to the Catholic Church. Upon his death in 2012, he was again in the Episcopal Church but possibly intent upon returning again to the Catholic Church. Most likely he received the Last Sacraments from a Catholic priest and thus died and a Catholic but was buried as an Episcopalian!

      Concerning the last point in my opening: “There may possibly be a few more [bishops] in the near future in one category or the other (i.e., canonically dispensed from celibacy or violating it and/or continence)”: The seven or so ChiCom “Patriotic” bishops validly but illicitly consecrated. Currently the Church does not recognize them, and they are under excommunication. Two or more of them have a mistress or wife and children, as is true of many “Patriotic” priests. If NuVatican signs the rumored agreement with the ChiComs, the status of those bishops will be “regularized”, and they will be assigned dioceses by one party or the other (possibly “the” Party?) – most likely at the expense of “Underground” bishops. Will that “regularization” extend to the concubinage or “marriage” of those bishops?

    In the tragedy we are living, at least it is the source of some sad amusement to see in how many ways this nincompoop can embarrass himself.   7. Bolivian Newspaper Publishes Further Evidence Of New Cardinal-Designate Ticona’s Concubinage

    Bolivian Cardinal elect Toribio Ticona Porco, 81, has sold Church property to a woman considered to be his concubine, the Bolivian newspaper Página siete reported on June 17.

    On May 28, Adelante la Fe broke the story that Ticona has a wife and children quoting from a detailed report that was submitted to the Nunciature in La Paz on May 21.

    Ticona strongly denied the allegations (May 30). Adelante la Fe stood by its story.

    Página siete reports that the name of the alleged concubine is Leonor R.G and that Ticona sold to her a piece of land belonging to the Church at a symbolic price which amounted to a gift.

    The outlet confronted Ticona with the new information, but he had “no time” to respond.
