HHS mandate reflects notion that state is the source of human rights

Political theorist Patrick Dineen makes the argument that the contraceptive mandate in President Obama’s health-care policy reflects an understanding of human rights that can be traced to the thought of Thomas Hobbes. That understanding, he explains, begins with the belief that it is the government—not the Almighty, nor the promptings of natural law—that establishes the fundamental rights of individuals.
